Fire District Commissioner Meeting
Opening Prayer: Jim called the meeting to order at 8:04. The opening prayer was offered by Roger Anderson. Those present were Commissioners Jim Deuel, Mike Miller, Dallin Gambles and Roger Anderson. Fire Chiefs Carl Anderson, Nic White and Jared Giannini; and BC’s Jim Kelley, Blaine Ker, Cory Albertson and Mitch Bingham, and Attorney, Dennis Wilkinson were also present. Nile Hall kept the minutes. There were no patrons present. Doug Martin from the Idaho State Fire Commissioners Association was visiting.
Approval of Agenda– ACTION ITEM: Mike moved to approve the agenda with the addition of patron input. Dallin seconded. The vote by Jim, Dallin, Mike, and Roger was unanimous in the affirmative.
Approval of Minutes – ACTION ITEM: The minutes were reviewed by the commissioners previously. Dallin moved to accept the minutes as written. Mike seconded. The vote by Jim, Dallin, Mike, and Roger was unanimous in the affirmative.
Budget Review: Nile reported that the financial situation was very good. The fiscal year has been completed. Auditors have been contacted to begin the annual audit on Dec 1.
Approval of Expenditures – ACTION ITEM: Jim reviewed the expenditures and didn’t see anything out of order. Jim moved to approve the expenditures in the amount of $21,071.36 and payroll in the amount of $49,944.33. Mike seconded. The vote by Jim, Dallin, Mike, and Roger was unanimous in the affirmative.
Patron Input: Doug Martin took a minute to thank the Central Fire District for the dues which were paid in the recent year. He offered to help us with additional understanding of the impact of the recent budgeting procedure used this past fiscal year.
OLD BUSINESS:
- Donation expenditure proposal ideas was turned over to the Fire Chiefs and BC’s to determine how and where the funds will be used. Jim moved and Mike seconded to this action. All voted in the affirmative.
- Image trend doesn’t catch first hour guarantee as anticipated and as such will not show first hour for December. Fire Chief Staff will be determining how this will be handled starting in January.
NEW BUSINESS:
- Christmas Party/Winter Activity will be held on December 9, 2021. Awards and presentations will be handled as has been in the past.
- Chief Anderson was assigned to visit with the City of Rigby regarding the metering of water at Station #1. Construction activity to the west of the station has been filling water tanks for use on their project. Discussion will continue with those contractors regarding a reimbursement for water used.
FIRE CHIEF REPORT: Carl has been working on the impact fee process as well as with building permit authorization regarding impact fees and regulations for sprinkling new areas. He is also working on a package that can be used for new hiring procedures for possible full-time workers. Lewisville annexed 50 acres into their city limits.
ASSISTANT CHIEF REPORT: Nic reported Truck 163 has arrived and has been paid for in full. Work is progressing on the new Pumper truck for Ririe. There were 99 EMS calls and 15 fires in month of October.
COMMISSIONER REPORTS: Mike mentioned that he has updated county maps with 32 new roads recently. Jim called to adjourn the meeting at 8:45. Roger moved to adjourn. Mike seconded. The vote by Jim, Dallin, Mike, and Roger was unanimous in the affirmative.
